Land and Housing Development’s objective is to encourage home ownership by providing affordable land in attractive, sustainable communities. Through the Joint Venture process, Land and Housing Development utilises the Department of Housing and Works' vast experience in land development and unites this experience with private sector expertise.

The Joint Venture model also provides a ratio of 1 in 12 homes for public rental housing in each project, with the vision of responsibly integrating public housing with private ownership.

BANKSIA GROVE

In 2005, the Department of Housing and Works entered into an agreement with Banksia Grove Development Nominees Pty Ltd to jointly develop its land holdings at Banksia Grove. The Banksia Grove project is located 30 kilometres north of Perth in the City of Wanneroo and comprises 338 hectares.

Banksia Grove is approximately five kilometres north-east of the Wanneroo Townsite and is also easily accessible to the Joondalup Town Centre, Bullsbrook and coastal recreation areas. Enterprise Commercial Park and the new Neerabup Industrial Park are close by and will offer employment and a range of other services.

The first lots were released for sale in August 2007 and when completed will be home to some 12,000 residents housed in 4000 dwellings.

WOODRISE (ALBANY)

Heath Development Company and the Department of Housing and Works have undertaken a joint venture agreement for the development of a 15.5-hectare site on the corner of Angove and Ulster Roads, Albany, less than three kilometres from the city centre.The project, which commenced in 1999, is nearing completion, at which time it will have produced 189 residential lots over a period of five years. The estate is on a north-facing slope, which is an advantage in a cooler, southern city like Albany. MEVÉ (BEELIAR)

In 2001, the Department of Housing and Works entered into a Joint Venture with Beeliar Partnership Pty Ltd for the development and sale of the remainder of its landholdings at Beeliar. Called Mevé, the estate is located on Beeliar Drive in the City of Cockburn and is 22 kilometres from Perth Central Business District. It has a capacity to yield 720 residential lots, and is now more than 50 per cent complete.

The development is adjacent to an existing primary school and is close to major shopping centres and public transport facilities. The project has a strong focus on building a sense of community at Mevé and creating an environment that is welcoming and attractive to existing and new Beeliar residents. The estate has been so successful in this area that it was awarded the Urban Development Institute of Australia's Judges Award for Excellence in 2003, which recognised the important contribution that the project has made to the Beeliar community.

SOMERLY (CLARKSON)

The Department of Housing and Works entered into a Joint Venture with Urban Pacific (WA) Pty Ltd in 2001 for the development and sale of its broad hectare land at Clarkson. The new estate, named Somerly, is located 34 kilometres north of the Perth CBD, and less than 4 kilometres from the Mindarie Keys marina. It will eventually include more than 2,000 homes and provide a home to more than 5,400 residents. Over 750 lots have already been sold, as homebuyers begin to recognise the potential of this new and innovative estate.

Somerly is focused on creating a strong community concentrated around a town centre and is one of Perth's first purpose-built Transport Oriented Developments (TOD), incorporating the new Clarkson bus and train station. It is also leading the way in community information technology by providing all residents with fibre-optic cable connections, giving them access to the Somerlyonline intranet site. This site includes community information, classifieds and message boards for residents, giving them a fun, easy and safe way to access information about their neighbourhood.

SEACREST (WANDINA)

In 2001, the Department of Housing and Works entered into a joint venture with Geraldton developer Springdale Holdings Pty Ltd to develop more than 153 hectares of land in the suburb of Wandina. The estate is nearly 30% complete with over 400 lots sold to date. When finished it will provide more than 1500 new home sites, setting a new standard in residential development in Geraldton.

A central boulevard takes residents and visitors through a landscaped entry, past ornamental lakes and up to the escarpment, which offers striking views of the Indian Ocean to the West and Moresby Ranges to the East. Seacrest is also leading the way in information technology in Geraldton by providing fibre-optic cable to all lots, giving all residents high speed, uninterrupted access the internet, movies on demand, television and other on-line facilities.

BRIGHTON (BUTLER)

The Department of Housing and Works entered into a joint venture with the Butler Land Company in 2000, undertaking one of the largest residential developments in the Northwest corridor. The project has the potential to create 6,000 new home sites, and support a population of 28,000 permanent residents. It is progressing rapidly, with over 3,000 lots already sold.

Brighton is a fully integrated and master planned new estate, located just 40km from the Perth CBD and is within minutes of the beach. The focus is on creating distinct villages and communities, which are socially, commercially and environmentally sustainable. All residents will have access to the Brighton Intranet via their fibre-optic cable connection, providing them with access to community information and events.

BRIGHTON BEACHSIDE (QUINNS ROCKS)

In 2003, the Department of Housing and Works entered into a Joint Venture with Heath Development Company to develop its remaining land holdings at Quinns Rocks, 36 kilometres north of Perth.

All home sites within this prestigious estate are less than 1 kilometre from the beach, and many also offer spectacular ocean views. It also shares fibre-optic cable and information technology facilities with the adjoining Brighton estate. The project is now entering its final stages, with over 300 lots from the total of 340 already sold. It is expected to finish in mid 2006.

DALYELLUP BEACH

The Department of Housing and Works entered into a joint venture with Home/Satterley Dalyellup Pty Ltd in 1999 to develop its beachside landholdings in the Shire of Capel, approximately 5km south of Bunbury.

Dalyellup Beach has the potential to yield up to 3,000 lots, providing a seaside lifestyle to 10,000 people when it is completed in 2012. Demand for the estate has been very strong, and over 1,700 lots have been sold so far. 230 hectares will be devoted to public open space, including 100 hectares of pristine Tuart forest, which has been preserved to the north of the estate and 120 hectares of dunes and foreshore to the South.

The estate has a focus on creating a clean, attractive and relaxing environment by preserving and providing access to the nearby beach and tuart forest. The developers are also committed to building a strong community, providing a welcoming home for families and other residents in the estate. Dalyellup Beach has been so successful in achieving these aims that it has received the UDIAWA Award for Excellence in Masterplanned Communities for the last three years.

BROOKDALE

The Department of Housing and Works entered into a joint venture with Home/Satterley Dalyellup Pty Ltd iLand and Housing Development recently invited expressions of interest to develop its 260 hectare landholding in Brookdale, 26km south east of the Perth CBD. Neerigen Brook and Wungong Brook run through the subject land, which is minutes away from the nearby Darling Ranges. The project has the potential to yield over 2,000 lots and be home to over 5,000 people. It also forms part of the area that is under control of the Armadale Redevelopment Authority.

Land and Housing Development is now in the final stages of the selection process and the successful applicant will be announced in shortly.

 




THE VILLAGE AT WELLARD

In 2003, the Department of Housing and Works entered into a joint venture project with Peet & Company Limited to develop its broadhectare landholdings in Wellard, 35km south of Perth. The Village at Wellard is the first dedicated Transport Oriented Development (TOD) in Perth's southern corridor and will feature a pedestrian friendly village centred around the Wellard train station on the future Perth to Mandurah railway line.

The development will create approximately 2,700 residential lots, and will be home to some 8,500 people when completed. Demand continues to grow for sites within The Village – buyers camped out to purchase lots in Release 11, which sold out within 1½ hours.

Planning of The Village has focused on incorporating sustainability principles into the development including water sensitive and energy efficient design of the development, plus conservation and rehabilitation of the existing wetlands. It has been so successful that it was recently recognised by the Planning Institute of Australia (WA) receiving awards in all categories Awards, including the 2005 Award for Excellence for the WA Planning Minister's Sustainability Award.

ELLENBROOK

In 1993, the Department of Housing and Works entered into a joint venture agreement with SANWA Australia Pty Ltd, (whose interests was purchased by the consortium known as Marella Pty Ltd), to develop its land holdings in the suburb of Ellenbrook, approximately 20km North East of Perth. Ellenbrook was the first large-scale joint venture undertaken by the Department, and remains one of the most successful master planned developments in Australia.

Upon completion in 2020, the Ellenbrook Joint Venture will have developed 10,200 lots over an area of 1,200 hectares. It comprises seven unique villages, each offering a distinct architectural style and a variety of lot sizes to suit residents' needs.

For over ten years Ellenbrook has been setting new standards for residential land development in Western Australia. It has adopted dynamic and innovative approaches to ensure that it continues to build a community that provides a sustainable, enjoyable and family-oriented neighbourhood. Ellenbrook is one of Australia's most awarded developments, having received 21 state and national awards, including the 2004 UDIAWA Inaugural Award for Urban Sustainability.
