Increasing Affordable Housing Supply

The Department of Housing is working closely with the housing industry to significantly increase the supply and diversity of affordable housing in the state. The objective is to create 20,000 affordable housing opportunities by 2020.

A cornerstone of this approach is the Call for Submissions and Request for Proposals (RFP) processes.

Partnering with the Private Sector

The Department is looking to partner with industry, developers and landowners to deliver high-quality yet affordable housing. The aim is to tap into the innovation and efficiencies of the private sector to procure housing at wholesale prices.

The Department is increasingly looking to purchase housing at wholesale prices that will provide “entry-point” home ownership opportunities for low-to-moderate income households.

Several “Calls for Submissions” were issued in 2011-12 to great success with many innovative proposals received.   The Department was able to deliver appropriately priced housing to be sold under a shared home ownership scheme and at full market value. By purchasing at wholesale prices through Calls for Submissions the Department has been able to offer home ownership at price points below $300,000. The following table illustrates the average price points of homes sold to low-to-middle income clients under the shared home ownership scheme.

Improved Processes

The Department has adopted feedback from industry and enhanced the EOI and RFP processes:

·         broadened scope to include development on land owned, or identified by the respondent, and to allow for large volume submissions of over 50 dwellings

·         simplification of the Department’s  design and specification requirements to better reflect current industry standards

·         streamlined the procurement process to reduce up front costs for prospective respondents

Option 2

Request for proposals for innovative designs for built form on nominated land owned by the Department.

The Department has traditionally prescribed its preferred design and tendered construction contracts for the delivery of new housing on its land.  Scope for innovative market-led design, construction and financing or partnering arrangements for such housing has been limited.

This Request for Proposal (RFP) process now presents prospective respondents with an opportunity to lodge proposals for and, if selected, deliver a diverse range of Affordable Housing (not just Social Housing) on land owned by the Department.

The Department intends to release to the market a number of sites it owns generally in accordance with the process and principles outlined in this RFP document.  A separate RFP will be issued and a separate procurement process undertaken for each new site.

Details of the site for the particular RFP and the Department’s preferred housing type and configuration are set out in the document.

By partnering with the private sector in this way, the Department expects to procure affordable, sustainable and high quality residential accommodation that is suitable for its sale and rental programs and will meet the needs of low to moderate income earners.
